The Overseas Investors Chamber of Commerce and Industry has urged the Federal Board of Revenue (FBR) to expedite the settlement of approximately Rs. 102.8 billion in pending Income Tax and Sales Tax refunds owed to its member companies, saying the prolonged delays are putting pressure on liquidity and working capital.
In a letter to FBR Chairman Rashid Mahmood Langrial, the OICCI said its member companies had around Rs. 68 billion in outstanding Income Tax refunds and Rs. 34.8 billion in Sales Tax refunds as of August 2026. It noted the overall refund position remained largely unchanged from its earlier submission, despite discussion on the issue with FBR leadership at Custom House in Karachi on Aug. 5.
Expressing concern over the prolonged settlement of what it described as legitimate refund claims, the OICCI said the continued accumulation of unpaid refunds was restricting funds available to companies for routine operations, business expansion and future investment.
Representing foreign investors operating across various sectors of Pakistan’s economy, the chamber said many of its member companies are among the country’s largest foreign investors and contribute through investment, employment, tax payments and technology transfer. It said timely settlement of outstanding refunds was important to strengthen investor confidence and improve Pakistan’s business environment.
