The Lahore Deputy Commissioner on Monday formally notified Feb. 6-8, 2026 for Basant in the Punjab capital, emphasizing that kite-flying with the use of “permissible” material will be allowed, and issuing guidelines for manufacturers.
According to the notification, manufacturing and trade of kite-flying material will be permitted from Dec. 30, 2025 through Feb. 8, 2026, with all vendors required to register with the government under rule 3 of the Punjab Regulation of Kite Flying Rules, 2025. It said the sale of permissible kite flying material to the general public would be allowed from Feb. 1-8, adding manufacturers, traders or sellers could register with the government from Dec. 29 through either the “E-biz” app or via https://basant.punjab.gov.pk.
The government has imposed several restrictions in a bid to ensure the event proceeds safely. In addition to restricting the manufacture, trade, storage and selling of kite-flying material to registered vendors, it has specified that the size of a patang (kite) cannot exceed 35 inches in width and 30 inches in length. Additionally, a gudda (large kite) must be no larger than 40 inches wide and 34 inches long.
Under the notification, string must be made of cotton with no more than nine threads. The coating of string with metal or glass is strictly prohibited, as is the use of charkhi. The rules also require all registered vendors to display valid certificates at approved premises, and mandates them to maintain complete records of their stock and sales.
“All registered kite flying associations, while complying with the responsibilities assigned under the Punjab Regulation of Kite Flying Rules, 2025, shall remain in close coordination with the deputy commissioner and the authorized officers for smooth and safe conduct of the kite flying event,” it adds.
The notifications emphasizes that all motorcycles operating within Lahore must comply with safety specifications during the event. It warns that anyone who violates the listed regulations risks cancellation of permission or registration, seizure of kite materials, and prosecution under the law.
