Khyber-Pakhtunkhwa has received over Rs. 3.4 trillion in funds from the federal government under the National Finance Commission (NFC) Award over the past five years, the provincial government informed the assembly on Monday.
Responding to a question raised by JUIF lawmaker Adnan Khan, Law Minister Aftab Alam Afridi said the province’s share in proceeds from the federal divisible pool under the NFC Award was 14.62%, with 1% extra to compensate for economic and infrastructural losses caused by the war on terror.
Afridi said the province had received over Rs. 3.4 trillion in funds under those heads between 2020 and 2025, claiming the total due amount was Rs. 3.647 trillion. Of the funds released, Rs. 3.114 trillion fall under the NFC Award and Rs. 374.224 billion under war on terror share.
The law minister further claimed the provincial government had provided all details of how these funds were utilized. “We have produced details of the expenditure on current and development sides for both settled and merged tribal districts,” he said, and called for deferring the question until the next meeting to allow C.M. Adviser on Finance Muzammil Aslam to personally respond. However, the speaker differed with this, and referred the question to the relevant house committee for further deliberation.
In his question, the JUIF lawmaker had noted that the documents provided by the finance department contained discrepancies when compared to budget documents. PPP MPA Ahmad Karim Kundi likewise pointed out an annual discrepancy of over Rs. 60 billion in budget and finance department documents provided for the last five years.
The KP government has repeatedly claimed the federal government is not releasing funds due under the NFC Award. The center has rebutted this.
During the proceedings, treasury lawmakers also protested against prolonged power outages in the province, alleging this was “mistreatment” from the federal government. They likewise protested over the federal government withdrawing tax exemptions from the erstwhile tribal areas and Malakand Division.
