After Hague Ruling, Pakistan Urges India to Fully Implement Indus Water Treaty

Pakistan has called on India to immediately resume the normal functioning of the Indus Waters Treaty, which Delhi has unilaterally held in abeyance since May, and to fully and faithfully honor all treaty obligations following the Permanent Court of Arbitration’s “supplemental award” in the case.

“In a supplemental award announced on June 27, 2025, the Court hearing the Pakistan-India dispute over Kishenganga and Ratle hydroelectric projects has found that its competence remains intact, and that it has a continuing responsibility to advance these proceedings in a timely, efficient, and fair manner,” read a Foreign Office statement.

“The Court of Arbitration decided to announce this supplemental award in the wake of India’s illegal and unilateral announcement to hold the Indus Waters Treaty in abeyance,” it added.

The statement claims the award “vindicates Pakistan’s position that the Indus Waters Treaty remains valid and operational, and that India has no right to take unilateral action about it.”

India in April held the Indus Waters Treaty in abeyance after it blamed Pakistan for the killing of 26 people in Pahalgam, India-held Kashmir. Pakistan has persistently denied the allegations.

In addition to holding the Treaty in abeyance, Delhi severed diplomatic ties with Islamabad and attacked civilian infrastructure in Pakistan. The conflict saw the countries exchange missiles before the U.S. brokered a ceasefire.
